After weeks of debate, with MPs leaving Parliament as late as 11 p.m. and returning as early as 6 a.m., Parliament finally passed the transitional constitution constitution on the eve of independence. It was one of the toughest debates in Parliament.
Decentralisation garnered 113 votes against 42 votes for federalism. MPs also voted to reintegrate 66 MPs from the National Assembly into the new Parliament. In addition, the Council of States will expand to 30. But the decision to reconstitute the South Sudan Legislative Assembly was the most contested, sailing through on the back of one vote, with 75 MPs voting for and 74 against. The MPs also gave the Anti corruption Commission powers to investigate and prosecute cases of corruption.
