The Minister, Under Secretary, Director General and the entire Staff of The Government of Southern Sudan (GOSS) Ministry of Investment (MOI) wish to congratulate His Excellency the President of Southern Sudan 1st Lt. General Salva Kiir Mayardit, His entire Government, The People of Southern Sudan, The Sudan People’s Liberation Army (SPLA) and all the Armed Forces, Martyrs and Fallen Comrades and all who contributed to the liberation of the Peoples of Southern Sudan upon the Independence of the Republic of South Sudan (ROSS).
The Minister, Under Secretary, Director General and our entire Staff at the Ministry of Investment remain committed to our Ultimate Goal for our New Country which is to facilitate investors, and provide leadership for a conducive investment climate to domestic and foreign investors by providing and facilitating policies and programs that provide peace and security, rule of law, macroeconomic stability, a clear and well coordinated regulatory framework and basic infrastructure.

Our Mission at the Ministry of Investment (MOI) is to actively promote Southern Sudan as a truly globally competitive investment destination for private sector-led sustainable development.
The primary objectives of our existence as an Investment Ministry are:
- Promote domestic and foreign Investment in Southern Sudan
- Provide quality and fast tracked licensing, facilitation and aftercare services to investors in South Sudan.
- Provide a competitive investment regime and conducive investment climate to existing and potential investors in Southern Sudan.
- Identify and Map investment opportunities in Southern Sudan.
- Review investment policies, procedures and strategies in Southern Sudan.
- Attract Foreign Direct Investment (FDI) into Southern Sudan.
- Disseminate Southern Sudan investor information both locally and internationally.
Considering that we have been suffering birth pangs and labor pains in the immediate past, we have been able to deliver a policy framework, legal and regulatory framework, institutional administrative framework, human resource policy and strategy, Communications, branding and public awareness, implementation of ongoing investor servicing programmes from the South Sudan Investment Authority and we have acquired and equipped a home (offices).
Our Ministry aims to deliver a number of outcomes to contribute to the GOSS collective overall objective of poverty reduction and prosperity for all in Southern Sudan.
A comprehensive list of short and medium to long term results will be the engines that drive our strategy.
The Ministry of Investment has also developed an investor outreach program, design an investor data base and registered at least thirty existing investors in Southern Sudan.
In the next couple of years immediately after the birth of the new Nation-Republic of South Sudan- Our plan as a Ministry is to:
- Attract at least fifteen high quality investments in at least two priority sectors.
- Service forty existing investors satisfactorily.
- Develop at least five sector maps.
- Develop the South Sudan Investment Strategy.
We expect the above listed priorities to contribute to poverty reduction plans of the Government of South Sudan. This will be realized by the creation of about three hundred thousand (300,000) jobs for Southern Sudanese in Priority sectors like agriculture, mining, livestock industry etc.
The ministry also intends to up the volume of both domestic and Foreign Domestic Investment (FDI) by over twenty percent (20%) in the next two years.
The core mandate for us at the Ministry of Investment is to attract and facilitate investors and to promote and advocate for a robust business environment for both domestic and foreign investors in Southern Sudan.
The core functions for us at the Ministry if Investment:
- Encourage and promote domestic and foreign investments in Southern Sudan.
- Develop investment strategies, policies and priorities for Southern Sudan.
- Follow-up and evaluate the execution of the investment policies.
- Execute the Investment Promotion Act, 2009; the Investment Promotion Regulations, 2010 and any other laws made to promote investments in South Sudan.
- Provide facilitation services to investors to register and operate in Southern Sudan.
- Encourage and facilitate investments for industrial development in Southern Sudan.
- Promoting a healthy investment climate in Southern Sudan, and to simplify and fast track its procedures through a one-stop-shop.
- Specify priority/strategic and non-strategic investment projects.
- Determine investment services fees.
- Coordinate and prepare the investment Maps at GoSS and States levels.
- Promote investment activities which are geared towards poverty reduction, self-sufficiency and basic infrastructural services in Southern Sudan.
- Monitor the economic environment to identify impediments to investment and economic growth and to propose incentives particularly in priority sectors and areas.
- Promote cooperation between the public and private sectors, donors and states in the formulation and implementation of government policies relating to the economy and investment.
- Collect, collate and package basic investor information for dissemination to the public about investment opportunities and sources of investment capital, incentives available to investors and the investment climate (e.g. investors guide, brochures, flyers , fact sheets etc.)
